What makes the perfect retirement home abroad? For many, it's the proximity to the sea, a warmer climate or relaxed neighbors. But hard facts also count: how expensive is life in the country, does it have a reliable healthcare system and uncomplicated visa regulations?
International Living 's annual ranking answers these questions and has identified 5 dream destinations for retirees. Falstaff TRAVEL presents the top 5.
1st place: Greece
Greece makes it to the top of the "Global Retirement Index" this year. The pearl of the Mediterranean impresses with its climate: around 300 days of sunshine, hot summers and comparatively mild winters. The same rating is given to the healthcare system, which is described as reliable, inexpensive and easily accessible; many doctors also speak English. The cost of living is also rated positively in the index. A three-room apartment with a sea view on Corfu costs between 800 and 1000 euros per month, a simple two-room apartment between 600 and 800 euros.
Place 2: Panama
Still in first place last year, Panama is the second most popular destination for retirees in 2026. The Central American country impresses with uncomplicated visa regulations and a stable housing situation: foreigners can easily purchase real estate, many houses are registered in the land register and the country is considered to be well governed. Property and value-added taxes are comparatively low, which makes everyday life easier. Particularly attractive for retirees are the benefits provided by the state in various areas - such as electricity, medical care and leisure activities. The prerequisite is an own pension income that meets the minimum requirements of the country. The pleasant climate, infrastructure and moderate cost of living also score points.
3rd place: Costa Rica
Costa Rica remains one of the top destinations for retirees in 2026 and is once again in third place. The country is particularly appreciated for its mild, pleasant climate and well-developed healthcare system. The cost of living is moderate, although expenses can vary greatly depending on the individual's lifestyle. Some singles can get by on around 1,500 euros a month, while couples with high expectations can expect to pay around 4,000 euros. Pensioners can apply for the state pensionado program, which has certain income requirements. Costa Rica is considered a safe and politically stable country. The Central American country is internationally renowned for its commitment to the environment, its pristine beaches and its diverse nature. Not to be forgotten in the ranking is the country's unofficial motto - "Pura Vida", the pure life - which aptly describes the relaxed lifestyle that retirees are looking for.
4th place: Portugal
The small country at the south-western tip of Europe continues to impress with its stable development, pleasant climate and high quality of life. Although the housing situation has worsened in recent years due to rising prices, it is still in the solid middle range: one-bedroom apartments outside Lisbon or Porto are affordable, while two-bedroom apartments on the outskirts of the city are slightly cheaper. When buying their own home, foreigners should observe the usual financing requirements. Apart from the costs, Portugal scores with safety, easily accessible medical care, cultural offerings and varied landscapes. The country is also considered to be particularly peaceful and is internationally recognized as one of the safest countries in the world.
Place 5: Mexico
The comparatively low cost of living and well-developed medical care are particularly attractive. In addition, the open and friendly culture and a lively expat community make it easier to settle in and live here. The country also scores points with its pleasant climate, uncomplicated visa regulations and generally stable infrastructure.
Methodology of the ranking
The "Global Retirement Index" from International Living evaluates countries based on seven categories: housing, cost of living, visas and benefits, affinity with the country, climate, development and governance, and healthcare system. Each category is included in an overall rating.
The magazine does not reveal in detail how exactly the points are calculated. It should be noted that the surveys are based on a US perspective. This is particularly relevant when it comes to visas, as the information applies to US citizens. The assessment of the healthcare system may also differ from the standards here.
